The opening session of this year’s Summit will set the context for the day with a thought-provoking challenge on the role of local economies and the forces that drive them. We will be welcomed by Manchester Metropolitan University’s Provost and Deputy Vice-Chancellor, Steve Rothberg, before CLES’s Chief Executive, Sarah Longlands, kicks off proceedings by reflecting on the rapidly changing context for our places and considering why taking a local lens to economic change is more important than ever. Our Deputy Chief Executive, Tom Lloyd Goodwin and Cllr Angela Moran, Deputy Executive Member for Finance & Resources at Manchester City Council, will then share insights from a new jointly developed toolkit for using public expenditure to create public value.
Speakers
Steve Rothberg joined Manchester Metropolitan University in January 2023. As Provost and Deputy Vice-Chancellor, he is responsible for planning and academic resourcing, working alongside the Vice-Chancellor, Professor Malcolm Press, on strategy and delivery. He manages the Faculty Pro-Vice-Chancellors, and leads on regional and business engagement.
Sarah Longlands has been the Chief Executive of CLES since 2021, having previously been the organisations’ Director of Policy from 2007-2011. She is an expert in regional and local economic development and argues for economic and social justice and the creation of places which enable people to live good lives. Prior to (re!) joining CLES, Sarah was Director of IPPR North, the dedicated think tank for the North of England and began her career in local government, working in County Durham and North Yorkshire. She has a PhD in Urban Studies from the University of Glasgow.
Angela Moran is Deputy Executive Member for Finance & Resources at Manchester City Council, and Councillor for Northenden ward. Her interests include the expansion of affordable housing in Wythenshawe to help tackle the local housing crisis and she is a non-executive board member of Wythenshawe Community Housing. Angela previously worked in economic development and public policy and has a special interest in regeneration and community development.
Tom Lloyd Goodwin is CLES’s Deputy Chief Executive and joined the organisation in 2018. With a background in political economy and political theory, as well as health services research, Tom is an experienced public policy professional. Since completing his PhD in 2009, Tom has worked with numerous organisations across academia, local government, the NHS and the voluntary and community sector, delivering an array of research and local economic development projects. He is an honorary research fellow at the University of Manchester. Tom is a regular contributor to the New Statesman, the Municipal Journal, Local Government Chronicle, the Health Services Journal and The Guardian.
