Rosie Lockwood

Associate Director of External Affairs

Rosie is a campaigns, public affairs, communications and policy leader with a track record of making a difference on issues such as devolution, child poverty and democracy at the national, regional, and local level. She works with Ministers, Mayors, the Media and communities to create positive change.

Rosie joined CLES in September 2025 following an eight-year stint at the Institute for Public Policy Research (IPPR) where she was the Head of Media and Advocacy for IPPR North and IPPR Scotland and a leading voice in shaping the public and political discourse around regional inequality and devolution. Prior to that, she worked for prominent MPs in the UK parliament, and led campaigns.

Originally from North Yorkshire, Rosie has also served as the Mayor of Selby.

Here’s what Rosie said when we asked, “why did you choose CLES?”

“I have dedicated my career to making my corner of the world fairer, and CLES does just that. Based not in Westminster, but the north of England, and working across all four nations of the UK and beyond, CLES do things differently and make a positive difference to the places we call home.

“What drew me here is simple: CLES’s authenticity. We work on the ground with places to empower them to build better, fairer local economies – place by place and brick by brick. This is where real, meaningful change is created, and I can’t wait to get stuck in”.
