As we transition to a green economy, we have an opportunity to do more than reduce emissions. By paying attention to who owns and benefits from essential services, we can protect workers, ensure communities share in the benefits, and make public investment work harder for the public good. Without this focus, we risk reinforcing existing inequalities and missing a vital opportunity to distribute wealth and prosperity more fairly.
The policy paper explores practical ways to expand public ownership across Scotland’s bus, energy and home retrofit sectors, alongside the policy changes needed to make this possible at scale. The accompanying toolkit offers local authorities and other public bodies a practical starting point for exploring public ownership and delivery, identifying opportunities to act and mapping the next steps towards a more democratic, inclusive and sustainable economy.
