CLES welcomes restoration of link between council funding and deprivation
Dr Tom Lloyd Goodwin, Deputy Chief Executive of CLES, said: “Local government finance is much more a niche accounting matter…

Frances’ experience spans local government, civil society and academia. Previously, she has developed and delivered local government policy and collaborated on national projects to generate new approaches to place leadership, equality and socially-just devolution.
As Associate Director, Frances brings expertise in coproduction, community activism and collaboration to CLES’s work on democratising local economies and reshaping public services.
‘After a decade of working in local government I’m excited to be part of the progressive change championed by CLES. I’m looking forward to supporting people and places across the UK and Europe, who are pioneering progressive, innovative economic and public policy. CLES is unique in recognising these bright spots and working alongside them to amplify, accelerate and expand these changes – turning isolated, incremental shifts into fundamental change.’
‘I’m am delighted to announce that Frances is joining CLES. It is measure of the organisation’s growing reputation and impactful work around democratising economics that someone of Frances’ calibre was attracted to the organisation. Her in depth knowledge of local government policy alongside her passion for public services and a new municipalist future is a great fit with exciting potential. I am sure she will make a great contribution to the team, and push CLES on to making an even deeper contribution to advancing good local economies and social justice.’

Matthew’s final day will be the 27th of April, after which he will be taking a short, well-deserved break before moving on to undertake independent work. Matthew will continue to undertake Associate work with CLES, particularly around local wealth building activities.
‘Working at CLES has been an amazing experience, and it has been a great opportunity for personal and professional development. I have been privileged to work with brilliant colleagues and partners over the years. Now, is an opportune time for the organisation and I trust it will grow from strength to strength.’
‘Matt has been an excellent colleague, tireless worker and advocate for CLES. Joining the organisation as a researcher 13 years ago, Matt progressed through 4 promotions to become Deputy CEO in 2014. During this time, we have shared countless highs and lows, laughter and tears, successes and challenges, and there is personal sadness in him leaving.
However, the challenge to build socially just and inclusive local economies persists, and the appetite for the amplification of solutions has arrived. Matt will continue to support CLES in its aims, and we wish him all the best as he takes this step to pursue own work.’
Over the coming months at CLES two additional appointments will be made. Stay informed by signing up to CLES’ fortnightly mailing.
