Emmet is a Senior Researcher at CLES, based in London, who contributes to CLES’s work across the UK with local government, strategic authorities and the third sector. His areas of expertise include:
Emmet brings over 10 years’ experience in economic policy and research. His work focuses on better understanding forms of extraction in local economies and developing policies at local, regional and national levels to meet people’s needs within planetary limits. This has included work on topics such as land, housing, planning, local transport and job quality.
Recently, he has contributed to an analysis of profit extraction in the social care system and an evaluation of GMCA’s Good Employment Charter, as well as leading research on the everyday economy that informed a section of the WMCA’s West Midlands Growth Plan.
Emmet previously worked at NEF, undertaking research and policy analysis across a range of topics, supporting campaigns and organising with targeted research, developing his expertise in social value measurement and evaluation, and delivering training on methodologies such as SROI and Theory of Change. He holds an MSc in Economics.
