John Heneghan

Associate Director (Wales Lead)

John Heneghan is the associate director (Wales lead) at CLES, guiding the organisation’s work across Wales and supporting local and national partners to embed progressive economic strategy and practice. Based near Llandysul in West Wales, John leads programmes that help places harness the power of local wealth building, strengthen local economies, and deliver fairer outcomes for communities.

With extensive experience in place‑based development, public policy, and cross‑sector partnership working, John works closely with Welsh Government, Welsh local authorities, anchor institutions, and key stakeholders to design and implement practical strategies that deepen economic resilience and community prosperity. His expertise spans inclusive economic development, organisational change, and shaping long‑term approaches that shift economic power towards people and place.

John has a strong interest in moving beyond traditional economic metrics such as growth and is committed to advancing radical reform toward an economic model that delivers wellbeing within planetary boundaries. This includes a focus on nature recovery, biodiversity, climate action, and a just transition in energy systems – ensuring economic approaches support both thriving communities and a healthy planet.
