Oliver is a senior analyst responsible for research, data analysis and policy development on local government and public services spending, local economies, worker pay and conditions, and developing community wealth building strategies. He also coordinates research activities with local government partners.
He is passionate about supporting a transition to a fairer, greener, society based on vibrant local economies. His specialist areas include:
His recent work includes supporting the development of new principles and approaches to commissioning in Public Money, Public Purpose, spend analysis and economic mapping to improve local procurement for the Oldham Green New Deal, analysis of public contracts and wages for a report on extraction in the care system, financial analysis and interviews for Good Employment Charter impact in Greater Manchester, and mapping social economy sectors in South Yorkshire and York and North Yorkshire.
Oliver is a regular contributor to blogs and specialist publications and has appeared in the broadcast media commenting on local economies. He is also playing a role in building international relationships with social economy organisations and local governments including in New Zealand and the Basque Country in Spain.
Originally from New Zealand, Oliver has worked in higher education, charities, think tanks and local government. He came to CLES via the Greater Manchester Combined Authority and before that the National Council for Voluntary Organisations.
