In this paper, we call on localities across the UK to adopt a green recovery for local economies after Covid-19, to develop recovery packages centred on social, economic, and environmental justice.

The Covid-19 pandemic has opened up an opportunity for genuine economic reform. CLES believes that all localities must now tackle these two crises head on by building a Green Recovery for Local Economies in the aftermath of the Covid-19 crisis. By this we mean a recovery that tackles the underlying dysfunctions at the heart of our local economic model and uses Covid-19 as an opportunity to ‘build back better’ for social, economic and environmental justice.
